The first ten-day period of April was marked by unpredictable weather conditions. The influence of a powerful anticyclone caused dry and sunny weather with intense spring night frosts. The average ten-day air temperature in the average regional section was 6.5-8.5 °С, and in the Odesa, Transcarpathian and in some places in the central regions – up to 9-9.5 °С.
Throughout the country it was completely dry. Only on the last day of the ten-day period insignificant precipitation was observed in certain areas of the eastern and central regions.
As of April 10, the reserves of productive moisture in the tilth-top soil under winter crops in the Chernihiv, Sumy, Transcarpathian, Ternopil, Chernivtsi, Khmelnitsky, Ivano-Frankivsk, in most areas of the Zhytomyr, Vinnitsa, Kharkiv regions remained sufficient and optimal.
At the end of the first ten-day period of April tillering of winter crops continued in most areas, and in the southern, in some places in the central, western and northern areas the growth of the stem began.
The condition of the plants is generally good and satisfactory. Damage to plants by rodents and diseases was noted, in almost all areas except the western regions, damage to the leaf surface of plants by intense frosts was observed. In winter rapeseed, inflorescences continued to form in most areas and early flowering began in the southern regions. Damage to plants by frosts was noted, in some areas up to 50-70% and state deterioration. For a ten-day period, sowing of spring barley, spring wheat and oats continued. In previously sown areas, germination of grain, the formation of seedlings, 3 leaves and nodal roots were observed. In areas where seedlings and the 3rd leaf were formed, their massive damage was observed by intense and prolonged frosts.
