In the second ten-day period of February was quite warm, the air temperature exceeded the norm by 5-10 ° C. The minimum air temperature decreased to minus 2-7 ° C, in the eastern regions – to minus 8-14 ° C. The maximum air temperature increased to plus 11- 15 ° С, in the eastern, Poltava, Sumy and Chernihiv regions – up to plus 7-10 ° С.
Precipitation of varying amounts and intensities was observed within 2-6 days. In the Chernihiv, Sumy, Poltava, Kharkiv, Dnipropetrovsk, Luhansk, Rivne and Volyn regions, the number of precipitation was close to normal. In the Ivano-Frankivsk, Ternopil, Chernivtsi, Khmelnytsky, Vinnytsya and Odesa regions, the ten-day rainfall did not exceed 15-40% of the norm, in the rest of the country the total rainfall was 57-76% of the norm.
As of February 20, there was no snow in the fields. Only in the Kharkiv, some regions of the Dnipropetrovsk and Donetsk regions in some places there was a slight snow cover 1-4 cm thick. In some areas of the Donetsk region and in the Carpathian mountains, the snow cover reached 11-33 cm.
In the southern, in some places in the central and western regions, vegetation of wintering crops renewed in the phase of tillering, formation of nodal roots and 3 leaves. No dangerous phenomena were observed, the minimum soil temperature at the tillering depth of winter crops and perennial grasses (3 cm) was minus 1-7 °C, which is significantly higher than the critical freezing temperature.
