Warm weather was observed in Ukraine with precipitation in the form of snow, wet snow and rain from February 20th to 29th. The average regional ten-day air temperature was 6.0-8.2 °C, in the Transcarpathian region 3.9 °C higher than normal and ranged from 1.7 °C in the north to 5.4 °C in southern areas. The minimum air temperature dropped to minus 3-7 °C. On warm days, the maximum air temperature increased to 8-13 °C and in the southern, eastern, Vinnytsya, Kirovograd, Dnipropetrovsk and Chernivtsi regions to plus 14-19 °C.
Precipitation of varying amounts and intensities was recorded throughout the country for 2-7 days in the form of rain, drizzle, snow and wet snow. In most parts of the country, the ten-day rainfall was from 150 to 300% (12 to 30 mm), and in the Kharkiv and Luhansk regions it was 311-356% of the ten-day norm (28-32 mm). In the Ivano-Frankivsk, Khmelnitsky, Odesa and Mykolayiv regions the amount of rainfall was close to normal (9-11 mm).
As of February 29, there was no snow on the fields in most of the country.
In the southern, central (with the exception of Vinnytsya) and Transcarpathian regions where vegetation resumed, winter crops were in the tillering and third leaf phases, and in some areas of the Odesa region they were in the emergence of seedlings. In the rest of the country, winter crops were still in a state of light winter dormancy.
