The average regional air temperature over 3 ten-day periods in the southern and western regions was 3.1-6.0 °C, in the rest of the country it was 6.1-8.5 °C higher than normal and ranged from 0.6 °C in the north to 2.4 °C in the southern regions. The minimum air temperature decreased to minus 6-10 ° C, and in the northern part of Ukraine, Cherkasy and Poltava regions to minus 3-5 °C. The maximum air temperature increased to 5-10 °C, and in the Kherson, Mykolayiv, Odesa and Ivano-Frankivsk regions up to 10-12 °С.
Precipitation for 2-6 days in the form of drizzle, fog, rain, snow and wet snow, was observed throughout the country. In the Ivano-Frankivsk and Chernivtsi regions the amount of precipitation was significantly lower than the norm – 36% (4 mm), in most of the territory it was close to the norm. In the Poltava, Dnipropetrovsk, Kherson, Mykolayiv, Volyn, Lviv and Transcarpathian regions the amount of precipitation ranged from 125 to 178% of the ten-day norm; in the Chernihiv and Sumy regions – 200-269% of the norm.
As of January 31, there was no snow on the fields in most areas of the country. Only in the Sumy, Chernihiv, northern regions of Poltava, Vinnytysa and Khmelnitsky, in some areas of the Kharkov regions, snow cover was observed from 4 to 19 cm thick.
In the third ten-day period of January, winter crops were in light winter dormancy. Only at the end of the ten-day period due to an increase in the average daily air temperature in the fields of the southern regions vegetation of winter crops was observed in the tillering phase.
