In the first ten-day period of March in the Kharkiv, Luhansk, Donetsk, Dnipropetrovsk, Poltava, Sumy, Rivne and Volyn regions the air temperature reached 13-16 °С, the maximum temperature was observed in the southern regions and reached 17-22 °С.
The air temperature was close to or 1-2 °C higher than the maximum air temperatures of the first ten days of March for the period of observations in 1951-2018 in some districts of the Chernivtsi, Kyiv, Zhytomyr, Vinnytsa, Khmelnytsky, Ternopil regions.
Soil moisture. As of March 9, 2019 according to the first definition of reserves of productive soil moisture in the Odessa, Dnipropetrovsk, Rivne regions, in most districts of the Kherson and Mykolayiv regions, some districts of the Kyiv and Zaporizhzhya regions, the moisture of the tilth-top soil under winter crops was 21-40 mm, which is optimal.
In March resumption of winter wheat vegetation was observed in the southern, western (except Lviv), in most central (except Poltava), Zhytomyr, in certain districts of the Kyiv and Sumy regions. Crops were in the phases of third leaf and tillering, sometimes seedlings.
As of March 10, the winter rape vegetation in the phase of formation of a leaf bud took place.
