In the third ten-day period of April the weather was extremely varying. In the west and north showers were observed and in many areas there were hailstones.
The increase of the average daily air temperature above 10 °C occurred in the eastern, Zaporizhzhia, eastern districts of Dnipropetrovsk, most districts of Poltava, certain districts of the Mykolaiv, Cherkasy regions and in Transcarpathia in the first ten days of April, which was 10-17 days earlier than the average long-term periods.
In the rest of the country, the average temperature increase over 10 °С occurred at the end of the second – in the beginning of the third ten-day period of April, which is close to the average long-term value. Active vegetation started in all crops. Generally, the weather conditions observed during the ten days were satisfactory for vegetation and active development of main crops. The reserves of productive moisture in the tilth top and metric soil under all crops on most areas were sufficient and optimal; in some areas of the western and northern regions excessive moisture reserves were observed for this period. Even in the southern regions, where there was no effective rainfall during the ten-day period, due to the rains of the second ten days of April and low air temperatures, moisture content of the soil remained satisfactory, although the moisture content decreased by 20-30 mm in comparison with the middle of the ten-day period. Windchill did not reach the dangerous criterion and duration, and significant damage to the crop plants was not done. Sprouts of most heat-loving crops most vulnerable to temperature decrease have not appeared in large-scale, only local lesions of spring barley sprouts have been recorded.
In areas with no rainfall, dry, warm and windy weather facilitated the rapid drying of the upper layer of soil.
There was precipitation for 1-6 days in most of the country. In the Ivano-Frankivsk, Khmelnytskyi, and Kyiv regions the amount of precipitation of the ten-day period was close to the norm, in the Lugansk, Zhytomyr, Ternopil, Rivne, Volyn, Lviv and Transcarpathian regions it ranged from 127 to 275% of the ten-day norm. In the southern, Dnipropetrovsk, Poltava, Sumy, Cherkassy and Chernivtsi regions, the amount was 13-50%. In most districts of the Odessa, Kherson, in some districts of the Zaporizhzhya, Mykolayiv, Dnipropetrovsk, Cherkasy and Chernihiv regions there were no precipitation at all. In the rest of the country, the rainfall for the ten days amounted to 56-78% of the norm.
In winter crops, such as rye, barley, wheat, the plant conditions are generally good and satisfactory. Flowering began on plants of winter rape. The condition of crops is mostly good. In some fields of the Kherson region there was damage to crops by pests.
