In the second half of March precipitation was observed for 1-5 days throughout the country. Precipitation fell as rain and snow in the west and northwest. In almost all regions precipitation reached a ten-day rate.
Wind speed increased up to 15-24 m/s for 1-4 days throughout the whole territory of Ukraine, and in the west of the country and in Kyiv and Vinnytsya regions up to 25-28 m/s.
Winter crops have resumed vegetation throughout the territory, and sowing of spring crops has been massively promoted.
According to selected samples dated March 18, 2019, the level of productive moisture of the topsoil under winter crops is optimal throughout almost the entire territory with the exception of some zones in the south (12-20 mm).
The condition of winter crops is predominantly good. In some areas of the Sumy and Cherkasy regions there is damage to plants due to damping-out.
The condition of winter rape is mostly good and satisfactory.
